In fact, the Anime/{{Pokemon}} anime goes out of its way to depict Gothitelle with short legs, which suggests that underneath its dress is just its body.

** Like in Europe, all Japanese women routinely wearing what Westerners would call underwear was unheard of until after World War II. Part of it was the earlier wearing of a waist wrap called a ''koshimaki''. When Western clothing became popular, poorer Japanese still wore the ''koshimaki'', while richer women wore "drawers", which are closer to a loose pair of pants. After WW2, the extreme poverty led to most returning to the ''koshimaki'' or simply wearing nothing. The few who did spend the money on good lingerie throughout Japanese history tended to be high-class prostitutes, which led (partially) to the modern Japanese panty fetish.
