The Avatar is supposed to be located at a young age and then informed when they're sixteen, by which point they'll be ready to handle the responsibility. This is demonstrated with Avatar Roku in a flashback. In both series, the protagonist ends up learning too early and thus has problems reconciling their own life with that of being the Avatar.
