It's an odd example as unlike other bosses in the game, they have no dialogue, and don't feature in the story at all until the cutscene right before their bossfight (which is exactly like every other boss in the game except the big bad). They count as his dragons mainly because of their role of enslaving his army, and that they are his most dangerous servants, even briefly managing to mind control the hero.

** In the previous book Bellatrix and [[ManOfWealthAndTaste Lucius]] could be said to share this role, in a sense--Lucius seemed to have been the leader, but Bellatrix was Voldemort's favorite. After his failure Voldemort kept Lucius and his family around mostly to watch them squirm.

Bellatrix also lost some points and was severely punished, but her unquestioning devotion and assertive nature helped her retain significance. Yaxley was also one of the highest ranking minions, more or less controlling the Ministry, and he was also ambitious enough to see Snape as competition and determined to earn Voldemort's favour. Barty Crouch Jr. would have certainly been one, had he not been destroyed at the end of fourth book, considering the fact that the Dark Lord called him his best servant to his other followers.
