St. Petersburg didn't exist when Constantinople fell to the Ottoman Turks. It was always Moscow that was associated with Rome, and has the strongest claim to the continuation as the "Third Rome." In fact, St. Petersburg is often described as the most "Wetern" city in Russia, which the Byzantines would view as un-Roman. Bear in mind that, in the view of the Byzantines, Western Roman culture was destroyed when the Western Roman Empire fell, and thus Eastern Roman culture would have been considered the ONLY Roman culture. Let's avoid the inevitable discussion about whose view is more correct between Eastern and Western Europe.
