Justified, as (just like everything in the city) it was created by Elantrian magic and Elantrians created things that were beautiful, useful and improved people's lives. However, after the Shaod, the sewers are in disrepair, smelly and filled with filth. A perfect place for the meeting of a forbidden cult, as Sarene finds out.
