The four strongest members of the Student Council hand-picked by Satsuki to act as her generals. They are all Three-Star students whose Goku Uniforms can transform into mighty suits of armor, giving them powers exceeded only by the Kamui themselves.

* AceCustom: Just like Two Star students, their Goku Uniforms are tailored to strengthen their abilities and talents. They also had [[spoiler:customized Dotonbori Robos but refused to use them until they had no choice in the very final episode. They abandoned them soon after that anyway.]]
* AnimalMotifs: The first characters in their surnames ('''Gama'''goori, '''Sa'''nageyama, '''Inu'''muta, and '''Ja'''kuzure) mean "toad", "monkey", "dog", and "snake", respectively.
* AntiVillain: Despite fully supporting and helping to enforce Satsuki's brutally fascist hold over Honnouji, they are generally pleasant people (though Nonon does have one hell of a mean streak) who are more loyal to Satsuki herself than her ideals. Hell, Gamagoori and Sanageyama's interactions with Mako and Ryuko suggest they'd actually get along with them if they weren't opposed to Satsuki. [[spoiler:This helps make [[AntiHero their true colors]] more believable.]]
* AuthorityEqualsAsskicking: Invoked by their Goku Uniforms, which give students stronger powers the higher their rank. And considering their rank is the highest behind Satsuki herself, their might is unquestionable.
* BadassCrew: They'd need to be, considering Satsuki chose them to wear some of strongest kind of Goku Uniforms around. And under her guidance, they work ''incredibly'' well as a team when they have to.
* BerserkButton: None of them will tolerate any insult to Satsuki, especially not Gamagoori and Jakuzure.
* BishonenLine: The new versions of their uniforms grow progressively smaller and more humanoid, especially in Nonon and Uzu's cases. Their final and strongest uniforms don't even cover most of their bodies.
* BroughtDownToBadass:
** Even after getting demoted to No-Stars and having their Goku Uniforms destroyed/confiscated in their matches with Ryuko, they still sit comfortably in the stands as the whole stadium crumbles around them, and later spring to obey Satsuki's order to evacuate the collapsing school, still in their tracksuits and/or underpants.
** Happens again in episode 19 when [[spoiler: their Goku Uniforms fall apart due to a month straight of battle with no maintenance. They are also shown to have become members of Nudist Beach.]]
** Just how badass have they become? In episode 21, [[spoiler:even without their uniforms, they're still able to fight Ryuko to a standstill and nearly defeat her. The only reason they didn't succeed was that somebody else crashed the party...]]
** Episode 25 proves that even with no Goku Uniforms they are stronger by the end of the series then their former 3-star selves.
* ColorCodedForYourConvenience: Their hair and {{Transformation Sequence}}s have distinct colors:
** Gamagoori: Yellow.
** Sanageyama: Green.
** Inumuta: Blue.
** Jakuzure: Pink.
* CompetitiveBalance: Each of their Goku uniforms revolve around a specific attribute, especially in comparison to Ryuko and Satuki's LightningBruiser Kamuis:
** FragileSpeedster: Uzu's Blade Regalia is quick enough to the point where Ryuko can't keep track of him and he even boasts about how he's "faster than light" during his rematch against Nui. But all of the times he's lost, it's always been in one or two hits.
** MightyGlacier: Ira takes all damage done to him and then dishes it right back in his Scourge Regalia's second form, but for the most part he's pretty stationary.
** SquishyWizard: Inu's Probe Regalia has camouflage and great analytically ability to pick apart his opponents, but he goes down even quicker than Uzu once anyone gets past that.
** LongRangeFighter: Nonon's Symphony Regalia is just about spamming as many weapons as possible to completely obliterate her foe, but has no close quarters abilities.
* CustomUniform: Unlike One-Star students, their Goku Uniforms are custom-made to fit their personal strengths and abilities. After losing those uniforms, they all don unique school tracksuits (except for [[ShirtlessScene Gamagoori]]); Inumuta's has a much higher collar than usual, Jakuzure's includes a beret with a skull on it, and Sanageyama's jacket is a BadassLongcoat.
** The same goes for Inumuta and Jakuzure's [[spoiler:Nudist Beach]] [[{{Stripperiffic}} "uniforms"]].
* DefeatEqualsFriendship:
** Gamagoori, Sanageyama, and Inumuta were all outdone by Satsuki before she made them her henchmen.
** Hilariously, after Ryuko defeats each of them in the King of the Hill Battle, they all sit down and begin to get along with Mako.
* EleventhHourSuperpower: In episode 23, they receive upgraded uniforms that are powerful enough to [[spoiler:allow them to engage Ragyo in close combat.]]
* {{Expy}}: More or less similar in personality and ability to the [[Anime/TengenToppaGurrenLagann Four Generals]], and fill roughly the same role as early villains who are defeated to make way for the true villains.
* FaceFramedInShadow: In a truly villainous display, when Ragyo is about to kickstart her plan to [[spoiler:enslave humanity.]] [[spoiler:The villainous part is subverted when they are actually concealing their expressions ''from Ragyo'', who they betray right then and there]].
* FiveBadBand: With Satsuki being the BigBad, these four are as follows with a bit of mixture between the tropes:
** TheDragon: Gamagoori. He's the most openly loyal to Satsuki, but also takes some aspect of TheBrute in that he is the biggest and hardest hitting of the Elite Four
** TheBrute: Sanageyama. He is solely in this to fight strong opponents and to grow stronger.
** TheEvilGenius: Inumuta. He's the information specialist.
** TheDarkChick: Jakuzure. She's the sole female member and, by her own admission, the one closest to Satsuki; she's often the most likely to question Satsuki's orders.
* FourIsDeath: The death of the normal students, that's for sure.
* FourTemperamentEnsemble:
** Gamagoori is '''Melancholic''', the firm disciplinary officer and enforcer of Satsuki's rules, and the most overt in their loyalty towards her.
** Sanageyama is '''Sanguine''', the [[BloodKnight fight-happy]] swordsman interested only in finding opponents that can challenge him.
** Inumuta is '''Phlegmatic''', preferring to gather and study as much data as possible rather than take an active field role like the others.
** Jakuzure is '''Choleric''', Has a [[DeadpanSnarker driest sense of humor.]] She also takes great pride in the fact that she's known Satsuki the longest.
* {{Foreshadowing}}: They never call Satsuki "Kiryuin-''sama''" / ''Lady Kiryuin'' and always refer to her as "Satsuki-''sama''" / ''Lady Satsuki''. [[spoiler:Episode 17 reveals they were planning on joining Satsuki in her rebellion against Ragyo, meaning they were indicating their loyalty to Satsuki, not the Kiryuin family.]]
* FriendlyEnemy: When battling Ryuko, they are ruthless. Outside of battle, they seem to hold no hostility toward her and even compliment her abilities against other opponents. They also never fight her outside of school despite knowing where she was living. Gamagoori even gave Ryuko and Mako a ride when their scooter had run out of gas. [[spoiler: Episode 18 reveals that this is because they were using Ryuko to find weaknesses in their Goku Uniforms.]]
* GeorgeJetsonJobSecurity: All of them are demoted to No-Star status after they lose to Ryuko [[spoiler:(and in Sangeyama's case, Nui)]] in the Naturals Election. By the time the Raid Trip is underway (almost ''immediately'' after the Naturals Election ends), they're back to being Three-Stars.
* GoodColorsEvilColors: The default form of their Goku Uniforms changes with each upgrade. Their first form was made of [[LightIsNotGood white with silver accents]], then [[GoldAndWhiteAreDivine white with gold accents]], but their final form when they [[spoiler:worked alongside Nudist Beach]] became [[DarkIsNotEvil black with gold accents]].
* GlowingEyesOfDoom: All four of them develop these in episode 20 (color-coded no less) when they realize Satsuki hasn't lost her will to fight.
* GoingCommando: As members of [[spoiler:Nudist Beach]], their only attire is a utility belt around their hips and strategically positioned chest-pouches for the girls. And stockings, [[RuleOfSexy for some reason]].
* IHatePastMe: The Elite Four fight their past selves, from when they were still ruling over Honnouji Academy through fear and intimidation. Each says something to the effect of "Argh, how could this be me? Was I really like this?" For example, CuteButCacophonic Jakuzure complains on how ''annoying'' Clone!Jakuzure's voice is; Clone!Sanageyama does the classic kendo kiai of MEN! DO! KOTE! while Sanageyama just rushes through the clone's defenses, shouting "JUST SHUT UP ALREADY!"
* {{Leitmotif}}: While they all have the own individual themes, [[spoiler: after their HeelFaceTurn]] those are dropped in favor of a slowed-down version of "[=KILL7laKILL=]" that's applied to the group as a whole.
* LightningBruiser: In their Supreme War Regalia, they all become very fast, and extremely powerful enough to take down the COVERS and extract the people inside.
* MidSeasonUpgrade: They get shiny new uniforms in episode 15 with completely new transformations. Interestingly, Uzu and Nonon's new transformations are smaller and more compact compared to their old ones.
* MirrorMatch: In episode 25, they fight versions of the uniforms they started out with, and after a bit of a struggle, Mako convinces them that they are way stronger now than they used to be. Cue a curb stomp battle that cements their badass status with or without Goku Uniforms.
* MonkeyMoralityPose: They represent the less well-known (and more controversial) version where there's actually ''four'' monkeys: [[http://combusken.tumblr.com/post/81776317052/the-four-devas-of-honnoji-academy See no evil, hear no evil, speak no evil and do no evil.]] However, each member of the team subverts his/her respective virtue in a unique way. This not only symbolizes the manner of which the Student Council [[ScrewTheRulesIMakeThem flexes their terms of honor for their own benefit]], but also works as foreshadowing of [[spoiler: Honnouji Academy’s rebellion against Life Fibers.]] The monkeys are distributed as such:
** Sanageyama is “see no evil.” He subverts this immediately with his [[SuperSenses Super Sight]]. Played straight when he [[spoiler: sews his eyes shut]], then subverts it EVEN HARDER when [[spoiler: that gives him [[DisabilitySuperpower more perception of the world than ever before.]]]] And just when you think he can’t get any more badass, [[spoiler: he gets his eyes re-opened in the final episode]], retaining every single one of his SuperSenses.
** Inumuta is “speak no evil.” As his profile suggests, his collar completely covers his mouth. This is subverted by the collar opening and closing whenever he wants to speak clearly. When he does, it’s [[InsufferableGenius usually to correct somebody]] with a MathematiciansAnswer. That said, he’s also gleefully first in line when it comes to spouting exposition.
** Jakuzure is “hear no evil.” She subverts it by being a MusicalAssassin attacking enemies [[LoudOfWar with sheer volume.]] [[RequiredSecondaryPowers This also never seems to shatter her own eardrums.]]
** Gamagoori is “do no evil.” Whilst the other monkeys respectively cover their eyes, ears and mouth, the “do no evil” monkey [[CelibateHero covers his crotch.]] He plays this straight by not wanting anyone in his vicinity to look upon his naked comrades (see his EveryoneHasStandards entry). He subverts it with his [[BondageIsBad Shackle Regalia.]] [[CombatSadomasochist His kinky, kinky Shackle Regalia.]]
* NonchalantDodge: Sanageyama, Inumuta, and Jakuzure effortlessly avoid Gamagoori's wild attacks in episode 9.
* NoSell: They're not affected by the power pressure Goku Uniforms emit.
* PaintItBlack: Inverted. By the time they receive all-black Goku Uniforms, they're [[spoiler:firmly on the side of the good guys.]]
* PlatonicLifePartners: After the time skip, [[spoiler:they are members of Nudist Beach and completely unfazed by seeing each other naked]].
* PunchClockVillain: They're just as much mortal enemies to Ryuko as Satsuki during class, but when given a week off to prepare for the school Naturals Election, they all go about their own businesses rather than go after Ryuko.
* ShipperOnDeck: By the end of episode 24, it seems that [[spoiler:Uzu, Nonon, and Houka have teamed up to help Ira confess his feelings for Mako.]]
* SpikesOfVillainy: A common feature of their Goku Uniforms, most prominently Sanageyama and Gamagoori (who even has them [[UpToEleven on the soles of his shoes]]).

* StrollingThroughTheChaos: They walk through an entire crowd of brawling students totally unfazed, [[OffhandBackhand elbowing those who lunge at them out of the way without batting an eyelid]].
* TransformationSequence: Like Ryuko and Satsuki, the Elite Four have their own transformations.
* TrueCompanions: While they may [[VitriolicBestBuds bicker frequently]], they are united by their camaraderie and loyalty to Satsuki.
* UndyingLoyalty: They'd give everything for Satsuki.
* VillainousFriendship: As a collective group they are unified by their loyalty to Satsuki and seeing her ultimate goals achieved. From time to time, they offer each other advice and aid, but don't shy away from refusing help or taking a jab at each other's failures. They tend to bicker and argue like close siblings; disagreements never come to violent blows, just snide remarks and playful mockery. After episode 18, they are revealed to have been [[spoiler:good guys and TrueCompanions the entire time.]]
* WalkingShirtlessScene: All three of the boys once they [[spoiler:join Nudist Beach]], and later the released forms of their Ultimate Configuration Regalia.
* WeakButSkilled: A somewhat strange example; while they are far more powerful than other students, they have less power than Kamui users like Ryuko and Satsuki. They can fight and win against Ryuko not thanks to the power of their uniforms, but thanks to various tricks and skills they and their uniforms possess.
* WhatTheHellHero: Mikisugi is a little miffed that they didn't [[spoiler:try to team up with Nudist Beach]] beforehand, and that in order to [[spoiler:keep up their façade of loyalty to Ragyo Kiryuin, they not only didn't seek out their help, but they also launched an all-out assault on Nudist Beach which wound up badly crippling its forces. This, combined with the fact that Ragyo has most of Satsuki's [[RedShirtArmy Rank-and File]] under her control, leaves both Honnouji and Nudist Beach badly unprepared to fight COVERS and the Primordial Life Fiber]].
* UndyingLoyalty: Initially only Gamagoori seemed to exhibit this, while the other three were more flippant about their loyalty to Satsuki. However, following episode 17, it's quite obvious that all four of them feel this way. [[spoiler:They essentially picked a fight with the most powerful organization on the planet, the loss of which would equal death or worse for both them and their families. Nevertheless they still follow Satsuki without question.]]

His Three-Star Goku Uniform, the Shackle Regalia, is unique in that it can transform into the more formidable Scourge Regalia when he absorbs enough damage.

* DontYouDarePityMe: He claims that should he ever shed a tear, he'll wipe it himself. When he does start crying, however, he can't handle the disgrace and tries to kill himself.

* EveryoneHasStandards: While he berates Inumuta for daring to wear a tracksuit after being defeated by Ryuko, he does not say the same to Jakuzure, since she's a girl. And when Sanageyama shows up totally naked, he tells him to put on some clothes.
** And he's shown to have joined with Satsuki in part because he ''loathed'' his classmates who pulled ScrewTheRulesIHaveConnections.
* FallenHero: When he was still a StudentCouncilPresident, he opposed Satsuki's ruthless conquest of his school. After being beaten by her, however, he joined her side but [[spoiler:he merely changed into an AntiHero, seeing how Satsuki was GoodAllAlong but [[GoodIsNotNice extremely]] [[PragmaticHero ruthless]].]]

* HiddenDepths: Initially comes off as a brutish LargeHam who solves problems by [[WhipItGood whipping the heck out them]]. Turns out he is a very thorough and competent administrator and leader who is well versed in bureaucracy, probably due to being a former StudentCouncilPresident.
* HitlerCam: Like Satsuki herself, most if not all of Gamagoori's shots when he's exercising his authority are angled in such a way, which coupled with his already impressive height makes him look ''infinitely'' [[YourSizeMayVary more vast than he already is]]. Especially prominent during the first episode when he's dealing with the spy and during his match with Ryuko when the angle he's presented in makes Gamagoori seem like a monumental structure rather than a person.
* IAmYourOpponent: During Ryuko's match against the Elite Four, Gamagoori ensures his chance to fight her first by requesting they fight in the order of how much cannon fodder they take out from least to greatest, then taking out the least number.
* IGaveMyWord: The reason he gives for wanting to [[spoiler:save Mako.]] Nonon [[RescueRomance thinks otherwise]], and teases him for it.
* IRegretNothing: Says this after [[spoiler:TakingTheBullet for Mako]].
