When the good guys get close to the truth, he sends the zombies to massacre everyone in a teen shelter just to cover his tracks. For the same reason, he shoots Angel. The idol he's using to do this is destroyed, but nothing much happens to him. He keeps his job, and lodges a complaint against Kate for "extra-official vigilantism", which leads to her being fired.
