*** That one source is the Dreamwave comic, meaning that its only canon for that universe. However, the Marvel comic (and nearly every other universe since) has introduced the idea that Cybertronians perceive time differently from the way we humans do; specifically, one minute (or 'breem') to them is equal to a little over eight and a half minutes to us. With that in mind, its possible that those "four million years" went by alot faster for the ones left on Cybertron, to the point where there really wasn't much time for the status quo to change; certainly not with the relatively competent Shockwave in charge.

** The biggest confusion of this is the episode "Desertion of the Dinobots" where both sides start to suffer from problems because they'd been on Earth for so long (ie:Millions of years as that included the time in stasis from the crash till 1984) that their systems were starting to to breakdown and needed to be repared with metal from Cybertron. It was a plot point that the Dinobots and Constructicons, being built recently were fine (and no other combiner teams had been created yet), however everyone else on both sides suffered from it including the Bots and Cons only introduced in season 2. This means those characters HAD to have been on the Ark somehow.
