This depended on a whole host of people including Tatania, Bond and the various intelligence services being deceived and people acting in exactly the right way, hence why a chessmaster's mind was needed.

It's not as if they wanted to start World War III: the aim of the plan is for SPECTRE to sell the Lektor back to the Russians, so the Russians are going to know SPECTRE are involved even with all this pinning the blame on the British. Even within this plan, however, what is the purpose of framing Bond for the Russian driver's death near the beginning? It causes Krilencu to strike back at the gipsy camp and nearly jeapordise the entire plan! Wouldn't it be easier to just let Bond get on with his mission and take him out on the train?
