Maximize damage to the monster, minimize devastation to the wider metropolitan area. The other boroughs are probably still standing, albeit without power or phone service and overwhelmed by wounded and traumatized Manhattan evacuees.

My reason is that right at the begging we are told that the recording was found and that is, IIRC, from a SD memory card and not form a video tape, and some how the new video is recorded over old video, and i don't think that, if the SD card had suffered damage, the process to recover the data would have overwrite one video over the other.
