N Ot fridge anything, just garden variety Gameplay And Story Segregation.

Did they die trying to make that escape? Did someone leave them for dead? When you're in control of Jill, she can easily kill a zombie with a few shots from a pistol, mow down groups of zombies with an assault rifle, and [[YourHeadAsplode blow off heads with a shotgun]].

So there was probably some rivalry/competition going on between them. Come to think of it, Umbrella France could have won that little rivalry easy had they mass-produced the Nemesis, so yeah; good question.
