He's too arrogant and is known to always assume that his brothers, Poseidon and Hades, are always plotting to declare war against him to overthrow him (which is ''far'' from the truth). While the other twelve Olympians are powerful in their own right, Zeus would hardly consider them a threat, minus the Big Three ''and'' their children.
*** Adding to this, it's likely Zeus ''knew'' Percy wasn't the Lightning Thief, but as Percy points out in book two, he just wants to find someone to blame who are considered major threats solely due to their blood connection to the Big Three or even the Titans. That's also why Zeus wanted Chiron fired from camp, due to his blood relation to Kronos. He knew Chiron didn't actually have a role in poisoning Thalia's tree; he just blames him for not being able to cure it. Zeus is a "guilty under Zeus' ego until proven innocent" type of god.

They were always being attacked by monsters and she felt her father and stepmother blamed her for them. At seven, she ran away from home with nothing but the clothes on her back and a hammer for fighting monsters, and she spent the next year surviving on the streets with Luke and Thalia until they made it to camp.
