The film takes place in an alternate timeline in which Kenzaki seals the Joker Undead and thus ending the Battle Fight. After a TimeSkip of four years, Undead suddenly start reappearing. These Undead are fought by a trio of new Kamen Riders, as the originals lost their powers and moved on with their lives. The new Riders are led by Tachibana, the new chairman of BOARD.

After realizing the Undead have returned, Kenzaki reunites the old crew in hopes of assisting the new Riders. Tachibana explains to the ex-riders that, after the final battle between Hajime and Kenzaki, BOARD planned to permanently seal the Undead. However, they were attacked by a mysterious assailant, who stole the majority of the Rouze Cards. To combat this threat, Tachibana developed three artificial Rider Systems. Unfortunately, the new Riders do not want to work with the old ones, causing friction between the two groups.

It turns out someone within BOARD is a traitor, who starts killing the new Riders. It is up to the original crew to find out who it is, before said someone can execute their scheme.

* ContinuitySnarl: Much like with ''[[Film/KamenRiderRyukiEpisodeFinal Episode FINAL]]'', being written by [[Creator/ToshikiInoue someone]] who wasn't the head writer caused a few of these to pop up[[note]]although it is worth noting that Inoue did write a few episodes of the series[[/note]] - the movie is clearly meant to be an alternative to the last 2 episodes of the show[[note]]since those episodes are when [[spoiler: Kenzaki becomes a second Joker Undead]]; the fact that the movie opens with a duel between [[spoiler: Blade and Hajime]] as opposed to flashbacks of Leagle and Blade fighting Dark Roaches suggests that [[spoiler: Hajime was sealed around the same time that Garren sealed the Giraffa undead]][[/note]].
