* ArtisticLicenseMilitary: Not the Governor, the Mayor, the Chief of Police, or anyone else can authorize military pilots to fire live missiles (outside of training missions, which are conducted ''very'' far from civilian population centers) over the United States. ''Only'' the President of the United States can do this. Even getting military support for the operation would have violated Posse Comitatus, because military personnel cannot support civilian law enforcement without a lot of hurdles being cleared.

** In addition, it would have been beyond the authority of either the local city or police officials to summon Air Force fighter jets to respond. While the situation of an armed and heavily armored helicopter threatening aggression would have certainly justified such a response, the decision would have had to from the President or ''at least'' the Secretary of Defense. Furthermore, firing their missiles over an American city simply would not have been an option, for the very reasons you see in the movie.
