In the film, it was exactly as Ursula describes it in the play--a simple, albeit magical trinket whose sole purpose is to keep Ariel's voice inside. Ursula is already plenty powerful without it and destroying it has no ill effects on her. In the Broadway version, it's basically the EvilCounterpart to Triton's trident--a sacred artifact that grants its user incredible power and is the source of all of Ursula's magic, just as the trident is the source of Triton's.
