* EvilChancellor: He's the Supreme Chancellor of the Republic, and is plotting to eradicate the Jedi, and turn the flawed and but democratic state into TheEmpire.

* EvilLaugh: Lets out a few in "The Lawless" as well as few other times throughout "The Lost Missions".
* EvilMentor[=/=]TheSvengali: He varies between the two for Dooku and Anakin.
* EvilOldFolks: He's in his sixties, and is the most diabolical sociopath the Galaxy has seen in a long time. According to WordOfGod, he has absolutely no redeeming qualities.
* EvilSorcerer: As shown in "Sacrifice", he's able to use the Master-apprentice link between Yoda and Dooku, to attack Yoda's psyhe, by way of an ancient ritual, that required a single drop of Dooku's [[BloodMagic blood]].
* EvilSoundsDeep: After Tim Curry takes over, Sidious's voice becomes much deeper, and he also takes the evilness of the character into entirely new levels.
* EvilSoundsRaspy: As Darth Sidious, he uses a low, rasping voice.

* FauxAffablyEvil: He was able to pose as the BigGood in front of the entire Jedi Council for ''years'' without them suspecting anything. He also acts surprisingly polite towards [[spoiler: Darth Maul after defeating him]], but if anything, it only makes him seem ''more'' sadistic.
* IcyBlueEyes: Which become GlowingEyesOfDoom in "The Lawless."
* InTheHood: As Sidious he always wears a hood, that hides his face.
* JustToyingWithThem: When he fought [[spoiler:Maul and Savage]], he opened the fight by pinning them against the wall with the Force, which they were unable to escape, until he ''let go off them''. He didn't break out the lightsabers because he had to, he did it because he ''wanted'' to.
* KickTheSonOfABitch: Subverted with his CurbStompBattle against [[spoiler: Darth Maul]]. While [[spoiler: Maul]] did indeed do his share of [[KickTheDog incredibly]] [[WouldHurtAChild nasty]] [[RevengeByProxy things]] (including, not long ago, [[spoiler: his murder of Satine to torment Obi-Wan]]), Sidious [[spoiler: murdering Maul's more sympathetic brother, Savage Opress, in front him while he's helpless to anything before torturing him to the point of begging for mercy and then imprisoning him on Stygeon is enough to invoke some sympathy for the otherwise [[TheSociopath sociopathic]] Maul.]]
* LaserBlade: He has multiple lightsabers in case he needs to fight.
* LateArrivalSpoiler: Let's face it, [[RevengeOfTheSith we've known exactly who he]] [[ReturnOfTheJedi is for nearly thirty years]].
* LightningBruiser: During his duel with [[spoiler: Maul and Savage]], he not only outclasses them in terms of swordplay, but proves to be much faster than either of them, as well as matching them in feats of strength, and doesn't show any signs of tiring.
* TheManBehindTheMan: Dooku's posing as the main villain, but in reality, he's merely TheDragon to Sidious.
* ManipulativeBastard: Not only is he RunningBothSides, he manipulates practically '''everyone''' who has the slightest influence on the events.
* MasterOfIllusion: By using an ancient BloodMagic-ritual, he was able to appear on Moraband(/Korriban) in front of Yoda, disquised as Sifo-Dyas, then draw Yoda into an illusionary battle, in which he tried to break the Grand Master's resolve, by offering him a chace to kill him, at the cost of sacrificing Anakin. He's also able to perfectly conceal his true nature in front of the entire Jedi Order.
* MasterSwordsman: As demonstrated in "The Lawless" when he effortlessly takes down [[spoiler:Darth Maul and Savage Opress at the same time]].
* MeaningfulName:
** The name "Palpatine" is a play on the verb "palpitate" which means to shake, tremble. ''Palpatine's plans had shaken the enitre Galaxy.''
** His Sith name "Sidious" comes from "insidous", which simultaneously means spreading harm subtly and in a stealthy manner, being treacherous, and beguiling but harmful. All of which describes his behavior and actions in the series (and in the saga as a whole) perfectly.
* MindOverMatter: Standard Force power, but he really shows some impressive skill. In "The Lawless", he Force chokes two guards with a wave of his hand, Force chokes two more while holding them against a wall ''from behind the door'', pins [[spoiler:Maul and Savage]] against a window with such force that it cracks from the pressure, yanked them both off a balcony after he'd been headbutted off it by [[spoiler:Savage]] (and landed on his feet), and Force pushed [[spoiler:Maul]] into a wall hard enough to crack it and knock him out. The fact that both [[spoiler:Darth Maul]] and [[spoiler:Savage Opress]] have hurled starships, collapsed tunnels, and destroyed entire rooms with telekinesis and were still helplessly pinned makes this even more impressive.
* MusclesAreMeaningless: Though the Force provides a justification for this, as it enhances one's physical strength. [[spoiler:He fought on-par with Savage Opress, who has proven strong to overpower even Jedi Masters with his strikes. Savage has also shrugged off nearly every physical attack used on him, but Sidious kicked him ''once'' and made it hurt.]]
* OhCrap: In the "Sith Hunters" tie-in comicbook, taking place immediately after the episode "Revenge" Anakin informs him, that the Jedi have launched a manhunt after a Sith, and he must join them. Palpatine -thinking Anakin refers to Dooku- jovially wishes him luck in capturing the Count. Then he literally ''pales'', when Anakin reveals it's [[spoiler: Darth Maul the Jedi are after!]]
* OrcusOnHisThrone: Outside from ''Lawless'' and "Sacrifice", he never actually does anything himself and relies on manipulating others to get what he wants while he attends to the politics in the Republic. By and large, this works in his favor.
* PermanentElectedOfficial: As a result of the "emergency powers" he was given at the start of the Clone Wars, he can remain in office indefinitely.
* PsychicStrangle: An especially creepy example from "The Lawless". Upon arriving to the civil war torn Mandalore, he chokes two Death Watch soldiers with a gesture. He doesn't keep it up, like most characters do, he just ''waves'' his fingers ''once''. Later, he pinned two others against the wall he was standing behind while choking them. He's also powerful enough to choke and lift Dooku on Serenno, while he himself is on Coruscant.
* ReasonableAuthorityFigure: To the Republic citizenry and to most Jedi except Mace Windu.
* RuleOfTwo: [[spoiler: He takes action against Maul and Savage in season 5 because there's only supposed to be one master/apprentice pair, and Maul lost the position of apprentice when he got himself chopped in half. Further more, by taking Savage as his own apprentice, and taking over Mandalore, Maul became a [[TheRival rival]] in Sidious's book.]] He even invokes it:

* RunningBothSides: The two warring galactic superpowers ultimately answer directly to him.
* SelfFulfillingProphecy[=/=]PropheticFallacy: Palpatine ordered Dooku to execute Ventress because he was worried that Dooku might use her to turn against him. Until then, Dooku never considered the possibility, but once he got Savage as a replacement for Ventress, he immediately decided on turning against his Master once Savage was ready.
* ShadowDictator: As Sidious, he has only been shown to directly contact Dooku and Cad Bane (and during the events of the Clovis arc, [[MorallyBankruptBanker Nix Card]] and [[PunchClockVillain Embo]]).
* ShockAndAwe: [[spoiler: After defeating Darth Maul in "The Lawless", Sidious brutally [[ElectricTorture tortures]] him with Force Lightning.]]
* ShootTheDangerousMinion: By season 3, Palpatine has grown wary by the speed of Ventress's progress, and ordered Dooku to kill her, before she grew strong enough to aid Dooku if the Count turned against him.
* StrikeMeDownWithAllOfYourHatred: While fighting Yoda in an illusion of his creation, he tempted Yoda to let the unconscious Anakin fall to his death, so that the elderly Jedi could focus on, and kill him, stopping the Sith's plans once and for all. Yoda however refused to drop Anakin, even as he was repeatedly blasted by Sidious's lightning.
* TheSociopath: On the surface, he appears to be a kind, good-natured and charismatic leader. In truth, he set up a conflict, that cost the life of millions, just so he can become TheEmperor.
* TyrantTakesTheHelm: Or rather, has been there for a while.
* TheUnfettered: You should know this already. He'll do whatever he feels he needs to get what he wants, and doesn't care who or what needs to be sacrificed to get there.
* UnflinchingWalk: An especially creepy one in "The Lawless" while laying waste to Mandalorian guards.
* UnwittingInstigatorOfDoom: Rather ironically, he fell into this during the Shadow Conspiracy Saga: he ordered Dooku to kill Ventress, who survived, and went on a quest for vengeance, creating a monster from Savage Opress in the process. Savage, however, rebelled against her, and [[spoiler: sought out his long lost brother Maul to finish his training. Things culminated in Maul taking over the Galactic Underworld and Mandalore.]]
* WouldHurtAChild: Sidious was perfectly fine with performing potentially lethal experiments on ''infants''.
* VillainWithGoodPublicity: So good, in fact, that almost ''no one'' is aware that he's a villain at all.
* WrongGenreSavvy: He took his savvyness a bit too far when he ordered Dooku to eliminate Ventress on the ground of her becoming too powerful to let remain her the Count's apprentice. Up to that point, Dooku had never shown any desire to betray Sidious, but once he had Savage as a replacement, he immediately stated his plans to overthrow him. [[ForegoneConclusion It all works out in Sidious' favor in the end, of course]].
* XanatosSpeedChess: Episodes like "Destroy Malevolence", "Children of the Force", "Duchess of Mandalore", "Heroes On Both Sides", "Pursuit of Peace" and the Rush Clovis arc show that the Chancellor can play a mean game.

!! Senator Bail Organa

Senator of Alderaan.

* BadassPacifist: He comes from the peaceful world of Alderaan, but he can put up a fight if he needs to. For instance, when two bounty hunters attempt to strong arm him to keep him from giving a speech.
* BrownEyes
* NonActionGuy: Compared to Padmé and his adopted daughter. However, that's not to say he hasn't seen any action at all, and he has been seen carrying a blaster.
* OneHeadTaller: Non-romantically to Padmé.

!! Senator Onaconda Farr

The senator of Rodia.

* EasilyForgiven: Deconstructed in "Senate Murders". After briefly joining Rodia with the Separatists in "Bombad Jedi", he rejoined the Republic and was forgiven after helping capture Nute Gunray, and even a year later, he regrets making that mistake. However, his aide, Lolo Purs, felt he was a KarmaHoudini for joining the Confederacy in the first place and murdered him for it.
* {{Determinator}}: Even when he gets mugged by two bounty hunters who are similarly intimidating other senators into voting for a banking deregulation bill and gets a broken arm as a result, he doesn't change his stance on voting against the bill.
* GenreBlind: In "Hostage Crisis", when he, Anakin and the other captive senators are surrounded by a grid of trip-wire bombs, he suggests that they follow [[KnightOfCerebus Cad]] [[PsychoForHire Bane's]] terms and stay where they are. Anakin, however (and having dealt with Bane before), [[GenreSavvy knows]] [[ILied better]].
* HeelFaceRevolvingDoor: He joined the Separatists some time before the beginning of "Bombad Jedi", and then rejoined the Republic at the end of the episode.
* HonoraryUncle: Was this to Padme.
* KilledOffForReal: In "Senate Murders".
* MyGodWhatHaveIDone: His reaction upon learning that Nute Gunray intends to execute Padme in "Bombad Jedi".
* RubberForeheadAlien: He's a Rodian.

!! Representative Jar Jar Binks

The representative for Naboo's Gungan population.

* TheBeastmaster: He has repeatedly been able to befriend and tus seek assistance from various beasts, most notably the giant snail on Rodia.
* ButtMonkey: Even when this series is respectful to him compared to other works featuring him, he's still looked down upon by characters that haven't known him long enough. The only people in the galaxy that have much faith in him are from Bardotta.
* CoincidentalAccidentalDisguise: Subverted. He did put up a cloak for the purpose of avoid being arrested by the droids, but he didn't expect the cloak would make them confuse him for a Jedi.
* CowardlyLion: See TookALevelInBadass below.
* EmergencyImpersonation: In "Shadow Warrior" he dressed up as Boss Lyonie, in order to stop the Gungan Grand Army from marching on Theed, which was ordered by the mind-controled Boss.
* FluffyTamer: He somehow managed to befriend a giant snail, that saved him, Padmé, C-3PO, and enabled them to capture Gunray.
* TheFool: Quite interestingly, most of the time he actually ''does'' know what he's doing and why, but the naivete he goes about doing it, and the amount of luck he needs to do it, still makes him a perfect example.
* FootPopping: In "The Disappeared Part 1" he lifted one of his legs (and his ears), when Queen Julia kissed him.
* TheFriendNobodyLikes: Almost every character he's been put in a team with, has expressed their dismay about his quirks. The sole excpetion are the other Gungans, the Bardottans, who trust and respect him, and Queen Julia, who's been completely wooed by his -as Master Yoda put it- "innocence of a child".
* InterspeciesRomance: He's in love with Queen Julia of Bardotta.
* LethalKlutz: Ooh boy...
* ObfuscatingStupidity: In "Supply Lines" he paraded as a juggler, with kitchen-ware he took from the guests, ''before'' they finished their dinner, throwing the contents to the table and to the floor. It was all a ploy, to keep Lott Dod and his aid distracted, until the supply ships to Ryloth were deployed.
* SpannerInTheWorks: As someone in Hondo's gang said it best: "He's no representative, he's a ''plague''!"
* ThrowTheDogABone: That he has a girlfriend and that there is a planet that reveres him can be seen as this.
* TookALevelInBadass: Here, he shows himself to be a much more brave and effective character than in the movies. It's helped by putting a greater emphasis on his acrobatic abilities (he even gets mistaken for a Jedi at one point) and affinity with animals.
* WideEyedIdealist: He's just as idealistic as Padme when compared to the majority of the Senate. It's this behavior that's also made him popular with Queen Julia and the Dagoyan masters.

* DistressedDamsel: She was among the senators held hostage by Cad Bane in "Hostage Crisis".

* TookALevelInBadass: At the end of her debut episode; after spending the entire episode being easily cowed by the {{Jerkass}} chairman, Riyo finds the courage, after the chairman is killed, to personally negotiate peace with the Talz, giving a speech that convinces their leader to end hostilities. In her next major appearance, she wasn't afraid to blackmail the captain of the Trade Federation ship, on which they found Chairman Papanoida's daughter held hostage.
** She was voted fifth place in Wookieepedia's ''Miss Star Wars 2010'' for that.

Senator of Ryloth.

* AdaptationalHeroism: In earlier Expanded Universe works, he's described as one of the most corrupt senators in the Republic (even the official online character encyclopedia describes him as such). In this series, however, he shows that he at least cares about the survival of his people.
* BigEater: In "Voyage of Temptation", Obi-Wan describes him as having a "legendary appetite". Not very surprising considering his weight.
* EnemyMine: With his political rival, Cham Syndulla. When Wat Tambor started bombing Twi'lek villages across Ryloth, the two came to a compromise: the Republic would withdraw their forces once Ryloth was free if Syndulla did not try to seize power for himself.
* RubberForeheadAlien: A corpulent, blue-skinned Twi'lek. However, unlike most Twi'leks, he has four head-tails instead of two.
* ScreamsLikeALittleGirl: Shows up in "Voyage of Temptation" when he and the rest of the Senators on the ''Coronet'' are swarmed by micro assassin probes. Even when one's trapped under a (relatively) indestructible glass serving tray, he still freaks out (justified since even a single micro probe can be deadly and was still attempting to kill him from under it).

!! Vice Chancellor Mas Amedda

* HornedHumanoid: He's a Chagrian.
* NumberTwo: He's the Vice-Chancellor and Speaker of the Senate to Chancellor Palpatine.

* SecretKeeper: [[AllThereInTheManual According to the expanded universe]], he is aware that Palpatine is Darth Sidious.

!! Senator Lott Dod

The Trade Federation's representative in the Galactic Senate.

* AscendedExtra: He was that Trade Federation senator in ''Film/ThePhantomMenace'' during the session in which Palpatine's rise to power began.
* BlatantLies: He repeatedly insists that the Trade Federation is a neutral party despite the fact that Nute Gunray and parts of the organization are supplying the Separatists, something that other senators and representatives opposed to the war (such as Bail Organa, Jar Jar Binks and Riyo Chuchi) aren't afraid to call him out on. Even though that's technically true to an extent and he's milking both sides of the war, he's more closely connected to the Confederacy. When the Trade Federation ships blockading Pantora in "Sphere of Influence" (which had none of the CIS's colors on them) were revealed to have Separatist droids on board, he simply used fleet commander Sib Canay as a [[TheScapegoat scapegoat]].
* TheChessmaster: Not quite up at Palpatine and Dooku's level, but "Supply Lines" really showed that he can play a really mean game.
* CorruptCorporateExecutive[=/=]CorruptPolitician: He's role is to make sure the Trade Federation remains part of the Republic, while it profits from trading with both sides.
* HoistByHisOwnPetard: At the end of "Supply Lines" Lott confronted Katuunko, Organa and Jar Jar, for Toydaria helping the Republic send aid to Ryloth. Organa simply told him to bring the issue in front of the Senate, if he had proof of any treaty violation. The Senate, that's incompetence Dod knew perfectly well, since he himself took advantage of it numerous times.
* KarmaHoudini: For all his profiting off of both sides, Dod hasn't suffered any real retribution for his actions, and his fate after ''Film/RevengeOfTheSith'' remains unknown.
* NiceHat: As per usual with Neimoidians.
* PlayingBothSides: He repeadly states that the Trade Fededaration itself is neutral in the war. As it turns out (quite unsurprisingly) they're milking both the Separatists and the Republic.
* WarForFunAndProfit: As far he's concerned, he wants to keep the Clone Wars going so the Trade Federation is still a viable business for both sides.

!! Senator Rush Clovis

Senator of Scipio and the Banking Clan. Also an old flame of Senator Padme Amidala's.

* TheAtoner: He tries to be this in the Clovis arc, [[spoiler: but is not remembered by the Republic as this.]]
* CorruptCorporateExecutive / MorallyBankruptBanker: Zigzagged. He is both of these in his first appearance, funding the operation of a Geonosian droid factory. In his next appearance however, he's trying to undo the corruption in the Banking Clan and return it to a neutral system, but his deal with Count Dooku ends up making him look like a Separatist.
* DealWithTheDevil: He made a deal with Count Dooku in order to become Chairman of the Banking Clan in order to fix its corruption. It goes horribly wrong.
* FacialMarkings
* FrameUp: He falls victim to one in "Crisis at the Heart", in which Count Dooku makes it look like Clovis is abusing his position in the Banking Clan to favor the Separatists.

* AChildShallLeadThem: Initially deconstructed, as the Quarren refuse to acknowledge him as King of Mon Cala following the assassination of his father because of his young age and lack of experience, and even without the Quarren's disapproval, he's not that confident in his leadership abilities. But once he carries his weight and leads both his people to liberate the planet from the Separatists, this is reconstructed in the end and he is accepted by both races.
* AsskickingEqualsAuthority: Lee-Char's bravery and leadership during the battle to reclaim Mon Cala are what inspire the people, Mon Calamari and Quarren alike, to accept him as their king.
* AwesomeMomentOfCrowning: He's crowned King of the Mon Cala seas at the end of the trilogy, and it was Nosso Ri, who earlier claimed that he was unfit to rule, who put the crown on his head.
* FishPeople: He's a Mon Calamari.
* ThePowerOfFriendship: It was his determination to protect all people of Mon Cala, combined with Tamson's repeated KickTheDog moments that convinced Nosso Ri and the Quarrens that he's the most suitable King for the planet.

* MasterOfIllusion: By using an ancient BloodMagic-ritual, he was able to appear on Moraband(/Korriban) in front of Yoda, disquised as Sifo-Dyas, then draw Yoda into an illusionary battle, in which he tried to break the Grand Master's resolve, by offering him a chace to kill him, at the cost of sacrificing Anakin. He's also able to perfectly conceal his true nature in front of the entire Jedi Order.
* MasterSwordsman: As demonstrated in "The Lawless" when he effortlessly takes down [[spoiler:Darth Maul and Savage Opress at the same time]].
* MeaningfulName:
** The name "Palpatine" is a play on the verb "palpitate" which means to shake, tremble. ''Palpatine's plans had shaken the enitre Galaxy.''
** His Sith name "Sidious" comes from "insidous", which simultaneously means spreading harm subtly and in a stealthy manner, being treacherous, and beguiling but harmful. All of which describes his behavior and actions in the series (and in the saga as a whole) perfectly.
* MindOverMatter: Standard Force power, but he really shows some impressive skill. In "The Lawless", he Force chokes two guards with a wave of his hand, Force chokes two more while holding them against a wall ''from behind the door'', pins [[spoiler:Maul and Savage]] against a window with such force that it cracks from the pressure, yanked them both off a balcony after he'd been headbutted off it by [[spoiler:Savage]] (and landed on his feet), and Force pushed [[spoiler:Maul]] into a wall hard enough to crack it and knock him out. The fact that both [[spoiler:Darth Maul]] and [[spoiler:Savage Opress]] have hurled starships, collapsed tunnels, and destroyed entire rooms with telekinesis and were still helplessly pinned makes this even more impressive.
* MusclesAreMeaningless: Though the Force provides a justification for this, as it enhances one's physical strength. [[spoiler:He fought on-par with Savage Opress, who has proven strong to overpower even Jedi Masters with his strikes. Savage has also shrugged off nearly every physical attack used on him, but Sidious kicked him ''once'' and made it hurt.]]
* OhCrap: In the "Sith Hunters" tie-in comicbook, taking place immediately after the episode "Revenge" Anakin informs him, that the Jedi have launched a manhunt after a Sith, and he must join them. Palpatine -thinking Anakin refers to Dooku- jovially wishes him luck in capturing the Count. Then he literally ''pales'', when Anakin reveals it's [[spoiler: Darth Maul the Jedi are after!]]
* OrcusOnHisThrone: Outside from ''Lawless'' and "Sacrifice", he never actually does anything himself and relies on manipulating others to get what he wants while he attends to the politics in the Republic. By and large, this works in his favor.
* PermanentElectedOfficial: As a result of the "emergency powers" he was given at the start of the Clone Wars, he can remain in office indefinitely.
* PsychicStrangle: An especially creepy example from "The Lawless". Upon arriving to the civil war torn Mandalore, he chokes two Death Watch soldiers with a gesture. He doesn't keep it up, like most characters do, he just ''waves'' his fingers ''once''. Later, he pinned two others against the wall he was standing behind while choking them. He's also powerful enough to choke and lift Dooku on Serenno, while he himself is on Coruscant.
* ReasonableAuthorityFigure: To the Republic citizenry and to most Jedi except Mace Windu.
* RuleOfTwo: [[spoiler: He takes action against Maul and Savage in season 5 because there's only supposed to be one master/apprentice pair, and Maul lost the position of apprentice when he got himself chopped in half. * TheSociopath: On the surface, he appears to be a kind, good-natured and charismatic leader. In truth, he set up a conflict, that cost the life of millions, just so he can become TheEmperor.

* TheUnfettered: You should know this already. He'll do whatever he feels he needs to get what he wants, and doesn't care who or what needs to be sacrificed to get there.

* UnwittingInstigatorOfDoom: Rather ironically, he fell into this during the Shadow Conspiracy Saga: he ordered Dooku to kill Ventress, who survived, and went on a quest for vengeance, creating a monster from Savage Opress in the process. Savage, however, rebelled against her, and [[spoiler: sought out his long lost brother Maul to finish his training. Things culminated in Maul taking over the Galactic Underworld and Mandalore.]]

* RubberForeheadAlien: A corpulent, blue-skinned Twi'lek. However, unlike most Twi'leks, he has four head-tails instead of two.

* BlatantLies: He repeatedly insists that the Trade Federation is a neutral party despite the fact that Nute Gunray and parts of the organization are supplying the Separatists, something that other senators and representatives opposed to the war (such as Bail Organa, Jar Jar Binks and Riyo Chuchi) aren't afraid to call him out on. Even though that's technically true to an extent and he's milking both sides of the war, he's more closely connected to the Confederacy. When the Trade Federation ships blockading Pantora in "Sphere of Influence" (which had none of the CIS's colors on them) were revealed to have Separatist droids on board, he simply used fleet commander Sib Canay as a [[TheScapegoat scapegoat]].
* TheChessmaster: Not quite up at Palpatine and Dooku's level, but "Supply Lines" really showed that he can play a really mean game.
