The commander of the Pluto advance base, ranked as Colonel in the Empire's space forces. He was the commander of a space brigade that consists mostly of second-class citizens, most of whom come from the planet Zalts, which had been conquered by Gamilas. Despite being from a conquered world, Shultz is loyal to Dessler's regime, though some of this is due in part to the fact that, by performing well, he and his men guarantee the possibility of a better life for their families.

As he was only able to start a family very late in his life, he dotes on his only daughter, Hilde.
