A researcher on William Flemming's team on Lobito Island, he managed to escape the transfer of the rest of Flemming's unit to the FAR portion of the compound, but wound up cornered in a security office during the invasion by Leone's unit. After being rescued by Snake, he collaborates with the good guys via CODEC to help retrieve the Pythagoras data. Is actually William Flemming himself, looking to use Snake's delusions of the Hans Davis personality to recover the Pythagoras data, use it to activate Metal Gear KODOQUE, and get revenge on BEAGLE for using his daughter Constance (brainwashed into thinking of herself as Minette...or so BEAGLE's agents thought) as a motivational hostage.

Snake's mission, of course, gets much more complicated than that as [=SaintLogic=]'s new {{Super Soldier}}s (child or otherwise), Metal Gear KODOQUE, and its creator go rogue. This particular Snake is actually NEKAL Silk Powder, a [=SaintLogic=]-made clone of the real deal, weight-control supplement which Alice/No. 16 and/or 104 has been using bits of Solid's genetic material recovered alongside Metal Gear KODOQUE following ''Ac!d 1''.to spread the thought-suppressing drug ACUA into the general public.

An ex-FBI agent who convinces Snake to make an extraction run on [=SaintLogic=] in exchange for his mercenary team's freedom. Originally ousted from the FBI due to his obsession with [=SaintLogic=]'s purchases of third-world children for their SuperSoldier experiments, he seeks to expose their records to the world and bring their corruption to light. Dalton's investigation quickly gets sidetracked, however, when [=SaintLogic=] goes into lockdown to recover their Metal Gear and his authority is superseded by General Wiseman.
----
* FanDisservice: Did we really have to see this man pantsless on the toilet?
* MissionControl: He starts out the game giving Snake objectives during his infiltration of [=SaintLogic=]. However, Wiseman soon takes over the broad commanding role, leaving Dalton as more of an equal partner and collaborator to Snake than a commander.
* TurnInYourBadge: He gave up his FBI badge because he refused to give up on investigating [=SaintLogic=]'s SuperSoldier experiments.
* ScrewTheRulesImDoingWhatsRight: The reason he's ex-FBI. His superiors commanded him to halt his investigation into [=SaintLogic=]'s corruption. He refused.

[[folder: General Wiseman]]
A Department of Defense representative who takes over Dalton's strike at [=SaintLogic=] when their top researcher, Dr. Koppelthorn, demands a laundry list of military and corporate bigwigs in exchange for not hitting things with his new Metal Gear's neutron bombs. Wiseman suggests that Snake team up with his own infiltrator, Venus, who was sent in to recover the Lucinda File. Wiseman is actually gunning for the Lucinda File to cover up his involvement in, or more accurately, that he instigated, the Praulia Massacre, an incident three years ago when Snake had to stop [=SaintLogic=]'s last batch of {{Super Soldier}}s from going berserk.
----
* GeneralRipper: He instigated the Praulia Massacre just because he wanted to see [=SaintLogic=]'s super soldiers in action.
* KarmaHoudini: If we believe his words. Let's just say that he intends to get out of Jail sooner or later.
* LackOfEmpathy: Wiseman often gets irritated when soldiers don't kill anyone, and he also refers to Snake in such a way that implied that he viewed him as nothing more than a tool when Snake was injured (i.e., "Is he still usable?")
* MissionControl: Shares these duties with Dalton after taking over the operation, with Wiseman more overtly delivering orders while Snake and Dalton more privately collaborate with each other.
* NoCelebritiesWereHarmed: Wiseman bears an uncanny resemblance to Music/EltonJohn, although whether that was intentional or not has yet to be determined.
* ObviouslyEvil: With his wide blank eyes and placid grin, it's pretty obvious that he's bad news. Dalton and Snake lampshade this; Dalton openly calls Wiseman a "villain" and Wiseman doesn't dispute it.
* TreacherousAdvisor: He takes over Dalton's operations after exposing the illegitimacy of it. It's pretty obvious from the get-go that he has nefarious intentions for doing so, which are proven by the end of the game when he tries to frame Snake and Dalton for everything that happened in [=SaintLogic=].

Of course, being a Model 3 just like Snake, she doesn't have far to look. Unlike Snake, though, she's been aware of this the whole time and collaborating with Wiseman on orders.
----
* BloodKnight: Really enjoys killing people, plus when she has to fight and kill Snake, she fights below her potential (or, based on the nature of the game, use the same card deck as Snake) just so her fight against Snake would be a "fair battle", considering how she would have most likely defeated Snake had she utilized her full potential, and when she is starting to lose to Snake, she even states that she likes Snake specifically because he was tough for her to beat.
* BornLucky: Even going so far as to show off by throwing 20 coins at once that all land on heads.
* BrainwashedAndCrazy: It is heavily implied that one of the reasons why she serves Wiseman is because he robbed her of her free will. This noticeably disgusted Dalton enough to actually attempt to punch Wiseman.
* CombatPragmatist: She's more than willing to kill if she thinks it will accomplish her objective more quickly. That being said, she averts this during her fight against Snake, deliberately fighting below her potential because she wanted to test Snake's abilities.
* CutscenePowerToTheMax: No card exists for her shuriken.
* TheMole: Her true mission was to recover the Lucinda File from [=SaintLogic=] for Wiseman and eliminate Snake.
* SugarAndIcePersonality: Specifically towards Dr. Takimiya. Venus spends much of the story mocking Takimiya's skittishness, but, at the end of the game, she helps Takimiya escape [=SaintLogic=] and assuages the doctor's fears about Snake's fate.

Takiyama's comments that Lucy "has only been given a fragmented ego" betray the fact that Lucy was created from the remains of Koppelthorn's wife Lucinda to command the EGO System.
