That someone else, incidentally, is John, who has gained RealityWarper abilities that enable him to re-write canon without needing to adhere to the in-universe rules of causality and time looping, not only enabling him to derail the plans of Lord English's subordinates, but also enabling him to set things up to give the good guys a fighting chance to defeat the Lord of Time once and for all.
