As he's arguably the most powerful non-divine villain in the comic and is the most central single villain to the plot, he'd still qualify as ''the'' BigBad, barring a (not entirely impossible) future upset.

The task the team was given by curse quest is to kill the evil ruler of the Land of Avalon, who the ruler is is still unknown, it may be Imperius, but it has not been confirmed yet.
