Probably has to do with the fact that he [[SharpDressedMan wears a suit]] and is frequently depicted as [[SoftSpokenSadist almost entirely silent]]. After all, just because he's a stalking, kidnapping, implicitly child-eating EldritchAbomination doesn't mean he has to be rude!
