Recently I played Fallout 3 again, and I must say that I remembered how much "the degradation of weapons and armor" stinks in this game.
Basically, if you are lucky enough to get an armor with a Dr greater than 30, it is enough that you receive a couple of attack to reduce its number to less than 30, and as most merchants only repair a small percentage, you can Consider fortunate if the merchant puts it in 25.
Honestly the degradation should only occur if the armor or weapon reaches 70% or similar, not when it reaches 99%.
Except in real life, you can replace a damaged kevlar vest. In Fallout, pretty much everything beyond Metal Armor is Lost Technology in all but name.
As I remember, one of the caravan merchants has a 95% repair skill if you invest in him.
One of these Fallout games needs an Ultimate Blacksmith.
Funnily enough, I remember there being a mod that boosts this particular caravan guy's skill to 100% once invested in.
And couldn't you use scrap metal as a universal repair material...?
